Heat butter in large skillet over medium heat. Add venison and brown, breaking apart into crumbles as it cooks, about 5 minutes.
Add onion and bell pepper to same skillet and cook 2 minutes. Add garlic and cook 1 minute.
Add brown sugar, tomato paste, ketchup, mustard, Worcestershire sauce, hot sauce, cumin, and pepper. Stir well to combine and continue to cook over medium heat for about 10 minutes until it thickens.
